Our principal served as Project Manager under Parsons’ contract, proposed an innovative idea to construct a new Muscatel Street interchange, remove the existing Joshua Street northbound on-ramp and southbound off-ramp, and keep the existing Joshua Street overcrossing for local traffic circular. His idea received strong consideration by the City, Caltrans, and SANBAG (known as SBCTA now).
The project includes developing multiple conceptual alternatives and striving toward the purpose and need statement. These alternatives are to be evaluated through engineering and environmental studies for merits and feasibility and strive toward selecting a preferred alternative for programming right-of-way (ROW) and construction costs.
The Project Study Report (PSR) also includes FHWA determination of acceptability for a new public road connection on I-15. The project involves new public road connections to I-15; therefore, it is necessary to obtain approval from Caltrans, FHWA, and California Transportation Commission in the PA/ED phase. The project also prepared a Preliminary Environmental Assessment Report (PEAR), which identifies the anticipated environmental studies and any known environmental constraints. The PEAR also includes estimates of the schedule and costs associated with completing environmental compliance. The PEAR will serve as the foundation for the environmental studies in the PA/ED phase, facilitating early consultation with federal and state resource agencies.
